Trouble Installing Trailer Hitch Bolts Into Weld Nuts on a 2011 Honda Odyssey

Question:
I could not screw on bolt to weld holes on 2011 Odyssey. I followed video instructions to spray WD40 and wire brush it for 15 minutes and could not screw it on. I see the threading but can't get it to catch as if the bolt is too big. I spoke to someone at etrailer and she told me to buy a tap which I did but didnt get it yet. Is there another way, thanks for your help. Any help is greatly appreciated. Thank you.

When trying to install the Draw-Tite Max-Frame Trailer Hitch Receiver # 75270 on your 2011 Honda Odyssey did you spray the WD40 and let it sit for 15 minutes or did you spray it and then scrub it with a wire brush for 15 minutes? If you haven't already try spraying the WD40 and letting it sit for about 15 minutes before cleaning it. If that doesn't work then the next option is to use the 12 mm x 1.25 tap and drill bit to clear out the weld nuts.
