Item # TA27VR comes with one Taskmaster Steel Modular Trailer Wheel # and one ST225/75R15 Radial Trailer Tire. They do come mounted with the high (or heavy) spot of the wheel matched with the low (or light) spot on the tire which isn't quite like balancing but it is good enough for trailer use.
