Question:
When shopping for a sewer hose online, I am getting things like 20foot RV Sewer hose. Is that 20 feet extended/ stretched out or 20 feet as it is stored/ scrunched up?

The lengths of the RV sewer hoses are listed by the expanded dimension. For example, the RhinoFLEX sewer hose part # CAM39761 that you referenced is 15 feet when stretched out but when compressed for storage measures 52-3/4 inches overall. In feet that's a little over 4-1/4 feet.
