Could this cooler be used to run fuel through? Looking to add a cooler to my return line to keep tank and fuel temps lower??

A transmission cooler like the Derale 24 inch cooler part # D13225 that you referenced could be used as a cooler for fuel. It would do a great job lowering the fuel temperatures and would easily handle the fuel pressure created as well.
