To install the Draw Tite Remov-A-Ball gooseneck hitch in the bed of your 2016 Chevy Silverado 2500 does require an install kit. We offer the kit with this hitch as part # 6300-4456. Basically the install kit is a set of rails that attach to the truck frame and the hitch then attaches to the top of it.

The Timbren kit part #TGMRCK25 that you referenced comes with two spacers which push the rubber spring further away from the bracket it is attached to which allows for it to engage at the proper time.

For your 1998 Chevy K2500 we have suspension enhancement that fit with an in-bed hitch like the Timbren part #TGMRCK25 but we do not have any air bag kits that fit your truck configuration.
