Absolutely. The Westin Truck-Pal Fold-Up Bed Ladder # 10-3000 can mount to your 2013 Ford F-150 tailgate and will have no conflict at all with your ARE Bed Cap. It will make it really easy to climb into the bed of your truck and is rated for up to 300 lbs capacity. It is designed for tailgates that measure 38 inches or less from the ground to the top of the dropped gate.
The only truck bed caps that wouldn't be compatible are ones that have a rear door instead of a hatch window and require removing your tailgate.
