I have size 18 tires on jeep wrangler trying to order spare tire cover is 35 to big?

By size 18, do you mean the rims are 18 inches? That would make much more sense because there are no spare tire covers we carry that will fit even trailer tires that are 18 inches, which would be very small, particularly for a Jeep Wrangler.
The covers for a spare tire and determined by the total tire diameter and if you have 18 inch rims you likely have a tire that is at least 30 inches in diameter. You will need to double check to find the total diameter and when you do you can use the following cover, depending on your tire's size:
