I found a copy online of an owner's manual for a 1995 Cadillac DeVille and in the section under "Tire Chains it stated that you can use tire chains but they must be Class S chains and on the front tires only.
For your '95 DeVille with 215/70-15 tires I highly recommend the Konig Standard Snow Tire Chains # TH01221100 because their D-shape links provide great traction and they are made from manganese nickel alloy steel for both optimum durability and resistance to corrosion.
These are Class S chains so they're perfect for your DeVille and even come with a kneeling mat and gloves to make it as comfortable as possible for putting the chains on.
I've added links to video reviews and an install for you to check out.
