When the key is on does the circuit activate on the vehicle and then charge the battery? If so, this is pretty common. If not, there might be a fuse blown, corrosion on trailer wiring, or even the circuit was never active and you'd have to run wire to allow that to happen. For that you'd need 10 gauge wire like part # 10-1-1 (sold by foot) through a breaker like part # 9510 from the positive battery post to the pin on the 7-way in the 1:00 position.
