I do have some great snow plow options for your 1999 Jeep Cherokee but I am not exactly sure what you are asking. The Detail K2 Rampage II Snowplow part # K2RAMP8219 that you referenced does indeed come with an electric winch that is used to raise and lower the plow. This is not an optional feature but rather standard equipment. There however is not a poly blade attachment for this snow plow, just the standard steel blade. It mounts using the Custom Mounting Brackets for Detail K2 Snowplows part # K284105.
