We do have base plate kits available for your 1996 Honda Accord.

If you have a 4-cylinder Accord, you can use Roadmaster XL Base Plate Kit, part # 1523-2. If you have the 6-cylinder Accord, You would have to go with a Blue Ox system.

To complete your towing setup, you need a tow bar, lighting, safety cables and a supplemental braking system.

The item you referenced, RoadMaster Falcon 2 Tow Bar # RM-520, will work great as it is a non-binding tow bar. As you may know, non-binding tow bars make for easier hooking up and disconnecting of your vehicle.

The Roadmaster Coiled Safety Cables, part # RM-643, would be a good option for safety cables.

For lighting, you could use the Magnetic Towing Light Kit, part # RM-2120, which is good if you do not tow often. If you plan to tow your Accord often, I recommend the Roadmaster Universal Hy-Power Diode Wiring Kit, part # RM-154, which is a more permanent solution.

Most states require the use of a supplemental braking system. I recommend the Roadmaster Portable Braking System, part # RM-9400. The # RM-9400 will help you slow down faster and help reduce wear on your motor home brakes.

You should contact your Honda dealership or consult your owners manual for additional steps needed to take when flat-towing. Some vehicles must be equipped with a transmission lube pump, axle disconnect or free-wheeling hubs before being flat-towed.

I have linked an FAQ on flat-towing that you may find as a good reference.
