Do I just need the engine cooler to convert 2017 Ford Explorer 3.5L v6 to 5,000 lbs towing capacity or is transmission cooler needed as well?

Don't shoot the messenger but you cannot install components included with the factory tow package on a vehicle without the factory tow package to then obtain the tow package weight capacity. I know it might seem like you can but the manufacturer does not agree with this rationale unfortunately. The towing capacity of your 2017 Ford Explorer will remain unchanged through the life of the vehicle in the eyes of the manufacturer no what components are added.
With that being said, if you are going to do any towing near the vehicle's towing capacity then upgrades such as an engine oil or transmission fluid cooler will be a good idea. It will be beneficial to add both like with the Derale Combination Transmission and Engine Oil Cooler part # D15902 but if you were to only do one then I would recommend a transmission fluid cooler like the Derale Series 8000 Plate-Fin Transmission Cooler Kit part # D13503.
