Yes, you can use the Demco Classic Base Plate Kit # DM9518060 with a tow bar to tow your 2WD 1998 Ford Ranger as long as the Ranger doesn't have tow hooks or a tow hook crossmember. This base plate kit is compatible with both Demco and Blue Ox tow bars (that use the standard Blue Ox connector). If you don't already have a tow bar then I recommend going with the Blue Ox Adventurer Tow Bar # BX7322 which attaches to a 2" hitch ball. You will also want safety cables like # RM-643 for this.
Please note that a complete flat towing setup also includes vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter.
If you don't already have these other parts then I recommend going with the Tow Ready Wiring Kit # TR118821 and the Roadmaster EvenBrake # RM-9400. The Tow Ready is a great cost-effective wiring kit while the EvenBrake can easily be transferred to other vehicles if you plan on flat towing anything else in the future.
Most flat towing setups require a high-low adapter for the tow bar to remain level while towing. I have linked our selection of adapters for you to check out as well as an article that will help you determine which is the best one for your application.
Please be sure to check your owner's manual for specific instructions on flat towing your Ranger. From what I could find online it looks like there is a max speed rating of 56 mph and if you plan on towing an automatic transmission over 50 miles the driveshaft must be disconnected.
