The Timbren Silent Ride part # TSR7000T04 is exactly what you are looking for. It is designed to fit two Dexter 3,500 lb axles like you have.
It shouldn't lift your suspension but you can check by measuring the distance between the axle center you have now and the bottom of the frame. This kit will put this distance at 5-1/2 inches which you can compare to what you currently have to see if that will give you a lift or a drop. There isn't a shock kit available for this kit either but due to how much smoother it is over standard suspension shocks wouldn't be necessary.
For an electric over hydraulic kit the best option is the HydraStar kits like the part # CAR-HBA16-2 because they are the most reliable and fastest acting. This kit specifically comes with everything needed to install on a tandem axle trailer too.
