How does the cover lock when in the closed position?

The Pace Edwards SwitchBlade # 311-SWC95A17 that you referenced has a pinch latch that you use to open in the middle of the cover (see attached picture). When you close it all of the way and then close your tailgate the only way to open the cover is to first open up the tailgate. If your tailgate can be locked this provides you with truck bed security.
If you are looking for something that can be opened from the outside yet still secures the contents of your truck bed then I recommend going with RetraxPRO MX Hard Tonneau Cover # RT80466. This cover allows to you retain full use of your stake pockets and features a locking handle on top of the retractable cover which lets you stop and lock the cover at any point along the rails. This is perfect for situations where you may have a ladder or lumber in the bed of your truck.
Both of these options will fit the 2018 Chevrolet Silverado 1500 with a 6-1/2' bed that you put in for your vehicle information. The Retrax is definitely not as cost-effective as the Pace Edwards but it does offer the upgraded locking system as well.
