Troubleshooting Trailer Equalizer that Tilts to One Side

Question:
center pivot not level/one side high, one side low. tire wearing unevenly on inside. New Genesis Supreme Toy Hauler tandem axle trailer and suspension has come that way. the center pivot shackle never seems to level out but stays with one end high and one end low. Is this a improper installation?

Normally if the equalizer is tilted like what you have typically it's because the trailer is not sitting level. The side tilted up is typically pointed down towards the ground. It's hard to see in your picuture but it almost could be the case based on the angle of the frame and the ground in the background.
Otherwise it indicates that either a leaf spring is too long or the center hanger is not properly located. I'd try measuring the distance between all of the hangers on one side of the trailer and compare them to the dimensions of the other side.
