We’d like to install in our toy hauler but would want to remove base while camping. Would this be easily removed and reinstalled?

The B&W Biker Bar Motorcycle Tie-Down Systems like the part # BWMC2304 that you referenced are designed for a permanent install. The kits bolt to the floor of the trailer and I would not consider it an easy removal. It's not difficult by any means but when they designed this kit they didn't have what you were wanting to do in mind. You'd have to get underneath the trailer to loosen the nuts that hold the kit to the trailer floor.
