The Ax and Shovel Carrier # SPAX100 referenced in your question are specialized brackets that are designed for Surco Safari Rooftop Cargo Baskets. The brackets mount to the outside of the cargo basket so that you can carry an ax and shovel (or 2 shovels or 2 axes) without using up space inside the basket itself.

In order to use this kit on your 1999 Jeep Cherokee you will need to have a Surco Safari Cargo Basket. These particular baskets come in a variety of sizes and mounting designs. For example, if your Jeep Cherokee features factory raised side rails that run front to back, the Surco Safari # SPS4550-1101 is a great option. This basket clamps around factory side rails (without the need for crossbars) and measures 50 inches long x 45 inches wide. I have attached a video demonstration on this basket so you can see exactly what kind of factory rails it attaches to.

If your Jeep has a naked roof (no crossbars or side rails) then you will need to add a roof rack system. I recommend the Thule Square Bar Roof Rack which consists of # TH712500 for the two 60 inch long Square Crossbars and # TH65BJ for the Gutter Feet.

With a Thule roof rack installed you can then use the Surco Safari Cargo Basket # SPS4560-T400, which is designed specifically to mount to Thule crossbars. This basket measures 60 inches long, 45 inches wide, and 5 inches deep.
