Torque Specs for Redline Shackle Bolt with Locknut

I would like to know the torque specifications for the self locking nut that goes on this shackle bolt.

There actually is not a specific torque rating for shackle bolts like the Redline # 166081 that you referenced. You just want to make sure that the bolt is long enough so that when installed you have at least 2 threads protruding from the nut. This particular bolt measures 3 inches in length and the locknut is included.
