I spoke with my contact at Draw-Tite and he said the Draw-Tite Class IV 2 Inch Hitch, part # 41931, will fit your 2007 Ford F-250 with a 20 inch spare tire. The spare tire does need to be lowered when installing the hitch. This hitch is a Class IV 2 inch hitch with a maximum gross trailer weight capacity of 12,000 lbs. I am including a link to the installation instructions on the Draw-Tite hitch.
I have the CURT Class V 2 Inch Hitch, part # C15410, that will fit with a 20 inch spare. This hitch is a Class V 2 inch hitch with a maximum gross trailer weight capacity of 14,000 lbs. Also, the CURT Class IV 2 Inch Hitch, part # C14355, will fit with a 20 inch spare. It is a Class IV 2 inch hitch with a maximum gross trailer weight capacity of 12,000 lbs. I am including links to the installation instructions on both of these hitches.
