Can this controller be manually used to stop my tow vehicle in case of failure on the pulling unit?

Trailer brake controllers like the Tekonsha Prodigy P3 # 90195 referenced in your question are designed to power and control electric brakes on a trailer. This cannot be used to stop the tow vehicle.
If you are actually pulling your Silverado behind a motorhome, then you will need a supplemental braking system like the SMI Stay-IN-Play DUO # SM99251 and not a trailer brake controller. This will give you automatic, proportional braking that activates the towed Silverado's brakes at the same time and with the same intensity that you apply to them in the RV. A breakaway is included that will power the truck's brakes in the event that the truck gets released from the RV.
