Your 1991 Toyota Pickup has a separate wiring system which means that the brake and turn signals are on seperate circuits. If the lights on your trailer use one light for both the turn and brake signal then yes you would indeed need a converter box. For this, I recommend the Hopkins Plug-In Simple Vehicle Wiring Harness part # HM43315 which is a plug and play harness that will not require any cutting or splitting. The converter box is integrated into the harness so no additional wiring will be required.

If the lights on your trailer use one light for the turn signal and one light for the brake signal then you would not need a converter box and the issues is more than likely a loss of power to the brake signal on the trailer. If this is the case then you will need to use a circuit tester to chase the brake signal wire back to see where the interruption occurs.
