The replacment hardware # 23-168PK fits the Westin E-Series nerf bars, part # 23-1680, which do not fit your 2003 Chevy Silverado 1500 HD.
The Westin Platinum Series nerf bars for your truck are either part # 21-1955 in black or part # 21-1950 in stainless. So instead you need part # 21-195PK for replacment hardware.
