Does the folding cover fit the 2019? How does it clamp with the built in bed liner? I dont want to have to cut away any part of the bed liner to get the cover to clamp to the truck.

Yes, the Extang Trifecta 2.0 # EX92590 that you referenced is a confirmed fit for your 2019 Honda Ridgeline.
The Extang Trifecta Soft Tonneau Cover # EX94450 installs using built-in clamps that grip the underside of your bed's side rails. Please refer to the linked photo. If you have a drop-in bed liner that comes all the way up and over the tops of your bed rails it will block access to the underside of the rails, but if not this cover will fit. Spray-in liners are not a problem.
