Question:

my tires are 195x75Rx16C, So I need to know if I need a 28inch or a 29inch cover would be best for me..thanx for your replies.

The 195/75-16 size tires on your RV have an overall diameter of around 27-1/2 inches. With that in mind, a 28 inch spare tire cover like the Adco Spare Tire Cover - Diamond Plate # 290-9756 will work perfectly. This is a heavy-duty cover that will do a great job of protecting the spare from dirt, road salt, and UV rays. It will simply slip over the tire with its elastic opening for easy installation and a snug fit.
