Is the Mounting Hardware for the Landing Pads for Yakima Control Towers Part # Y00221 Included

I am replacing a landing pad , and would like to order this pair of landing pads. But I also need the mounting hardware. No mention is made of hardware being included, however it does show it in the installation instructions ! Please advise,
