Does this brake controller have an off switch so you can turn the power off while its still in the truck

The Tekonsha Prodigy P3 Trailer Brake Controller # 90195 that you referenced does not have an on/off switch, but this does not mean you can't leave it installed on your truck at all times. Most trailer brake controllers do not actually have a power switch, but like the P3, they are designed so that they go into a sleep mode after about 15 minutes of non-use. While in this mode, the unit isn't completely shut down, but it will draw such a small amount of power that you don't need to worry about it draining the truck's battery (it would take months of the truck sitting idle for this to be an issue).
The Prodigy P3 is a great choice and is considered to be one of the nicer units on the market. It features an easy-to-read LCD display, storable settings, and continuous diagnostics that will alert you to any potential issues.
