Looking for a adaptor sleeve thats from a 3 inch female to 2 inch male do they even make them ty

Yes, the Curt Hitch Receiver Reducer Sleeves part # C45408 will allow you to use a 2" shank inside a 3" trailer hitch receiver opening. This reducer has a carbide black powder coat finish which will reduce the chance of rust and it has a limited lifetime warranty.
