Its sounds like you would like to replace the electric over hydraulic actuator you have on your 2005 Load Rite boat trailer in favor of a surge brake actuator. If this is the case then yes you can replace it and for that I recommend the Titan Brake Actuator part # T4822820.
This actuator is an excellent option for your trailer. It has an electric lockout feature which will allow you to back the trailer up without hassle, adjustable channel to help level the trailer while in tow, and a zinc plated finish for corrosion resistance. It has a 14,000 lb weight capacity and will accept a 2-5/16" hitch ball.
In order to prevent theft of the trailer, I recommend using the etrailer.com Coupler Lock part # e98895. I have attached a review video of the actuator for you as well.
