Do the toad vehicle break lights need to be operational when being pulled on a dolly with break lights connected to the tow vehicle, front wheels up, behind an RV?

Typically the lights on a vehicle being towed on a dolly don't have to be active, but it is always best to check with local authorities to ensure that you are abiding by the dolly towing laws.
With that being said, some people still prefer to install magnetic towing lights on their towed vehicle just to make sure that everyone around them knows what is going on. The Heavy Duty Magnetic Tow Lights # TL21RK are a very popular kit that we carry and they come with a small pigtail that you connect to the light functions on your dolly up towards the tongue.
