Can a standard receiver hitch lock pin be used with the Thule Hitching Post Pro - Folding Tilting 4 Bike Rack w Anti-Sway - 1-1/4inch and 2inch Hitches Item # TH934XTR?

The Thule Hitching Post Pro # TH934XTR referenced in your question features a threaded hitch pin hole on the shank, which will prevent hitch pins or locks from different manufacturers from fitting. This is really the case with most hitch-mounted bike racks, regardless of the manufacturer.
For a locking hitch pin that will work perfectly with this bike rack, you will just need the Thule Snug Tite Hitch Lock # THSTL2. This will not only lock the bike rack to your vehicle, but will also serve as an anti-rattle device to reduce movement inside the hitch receiver.
