Does Firestone Air Bag Kit for 2018/2019 Chevy Silverado 2500 Mount Inside or Outside Trailer Frame

Do these air bags mount on the out side of the frame or between the frame and the axle?

I attached a picture that shows where the Firestone Ride Rite kit part # F2709 installs relative to the frame and axle of a truck. I'd say it's directly between frame and the axle slightly more to the inside of the frame.
