Trailer Brake and Running Lights are Not Working When Connected to 2009 Ford Escape w/ Tow Package

I have the correct relays in the 09 Ford Escape for the tow package new trailer lights I have turn signals and flashers but no brake light or running light and I have no fuses that are burnt

The first thing you want to do is check the connector on both your 2009 Ford Escape and your trailer. Make sure they are clean and free of any corrosion or debris.
Next is finding out which side of the towing setup the problem is on. You can use a circuit tester like part # PTW2993 to test the functions for the connector on your Escape. For your trailer side you need a 12V battery (like what is in your vehicle). Ground the negative side and then use the positive side to test the different pin functions.
Once you have isolated the side of your towing setup that is the problem it is then simply a matter of checking your grounds to ensure they are securely connected to a clean, bare metal surface, and also checking your wiring to make sure it is not damaged or pinched.
If you continue to have issues then you will need to take your towing setup to a trailer shop so that they can physically inspect everything.
