With this in mind, your Chevy Bolt does not have a lot of tongue weight capacity and the available trailer hitches for the 2017 model are all light-duty, Class I hitches. The Draw-Tite Sportframe Trailer Hitch Receiver # 24956, for example, is confirmed to fit the 2017 Chevy Bolt and it features a tongue weight capacity of 200 pounds. You will also need to check the owners manual for your vehicle for its specific capacity, as you will need to follow whichever limit is lower, the hitch's or the vehicle's. You will need to make sure the combined weight of your e-bikes, plus the weight of the bike rack itself, does not exceed the vehicle or hitch's tongue weight capacity.
I recommend taking a look at the Thule EasyFold XT 2 Bike Platform Rack # TH903202.
