Where do I look my safety cables to on the Subaru. I have a roadmaster tow bar.

Tow bar safety cables are generally connected between the safety chain loops built into the flat towing base plates on the towed vehicle and on the other end to the safety chain loops built into the hitch on the towing vehicle.
The instructions for the Roadmaster MX base plate kit # 921-3, which are linked for you, show the safety chain tabs built in to the removable arms. I took a diagram from those instructions and on it I indicated the locations of the tabs that are on the outside edges of the arms.
