Are stabalizing straps required when using a bike rack with this hitch? If they are, where would they attach to?

You will need to use stabilizing straps when you are using the Curt Trailer Hitch Receiver # C11312 to carry a bike rack or cargo carrier on your 2009 Ford Mustang. This is required by Curt as an extra safety precaution and is needed to maintain their warranty.
As long as the bike rack and bikes do not exceed the tongue capacity of this hitch and you use a stabilizer strap like # 18050, you would have no problem installing a bike rack into this hitch.
I attached installation instructions for this product also.
