Is this one step or two. I thought I saw the same kit number with two steps?

Carr Step part # CARR103991-1 is a single black aluminum step, but you are correct that this same product is also offered as a set of two steps as part # CARR103991. If you purchase the 2-step kit the cost per step drops so there is a price benefit to ordering part # CARR103991.
