Question:

I installed a C112823 Curt Trailer Hitch Receiver with Standard Drawbar - Custom Fit - Class I - 1-1/4inch on my 2014 Chevy Cruze. There is 8 inches from the center of the hole on the receiver to the back of the bumper. Will the # C18085 Curt bike rack have enough clearance? Thanks!

The Curt bike rack # C18085 that you referenced has 12-1/2 inches from the center of it's hitch pin hole to the nearest portion of the bike rack so it would easily clear the 8 inches you have from the hitch pin hole to the back of the bumper.

Curt requires the use of their stabilizer strap part # 18050 when using their hitch to carry a non-supported load like a bike rack. I attached a review video for you to check for the strap as well.
