The spindle washer, on internal diameter has an extra projection or neck at one point, what is that projection technically called? whats the use of that small metal projection on internal diameter of spindle washer?

On the Spindle washer, # 1655863, that little nub on the inside is called the tongue. It is designed to prevent the washer from spinning and wearing out.
