The Thule SnowPack Ski & Snowboard Carrier # TH7326 referenced in your question includes all of the necessary hardware for installation. No additional tools will be required.
This is a really nice, low-profile ski carrier that can secure up to 6 pairs of skis or 4 snowboards. It is designed to fit round, square, aero, elliptical, and most factory crossbars. Locks and keys are also included to secure the skis/boards to the carrier and the carrier to the vehicle.
I have attached a video demonstration on this product so you can get a better idea as to how it installs and operates.
