Question:
What is the width of the cutout cup ... it says 3 1/2inch but I have discovered that many are much smaller than that. My cutout is 2 27/32. Do you have one that size and a diameter of 4 1/2?

I went to our warehouse and measured the Valterra Electrical Cable Hatch for RVs # A10-2137VP to get you the key dimensions you need.
The overall diameter of the mounting flange is 4-1/2-inches.
The hole size required for this item is 3-3/8-inches to 3-1/2-inches.
Required mounting depth (behind the flange) is 2-3/8-inches.
Similar part # A10-2140VP is closer to your dimensions but please note this is sized for 30-amp wiring.
