The complete Fulton Kit referenced in your question is no longer available from the manufacturer.
I recommend looking at the Fulton Fold-Away Coupler Hinge Kit # FHDPB330301. This is designed for 3 inch x 3 inch trailer tongues and has up to a 5,000 pound capacity. This kit includes the mounting hardware, pivot bolts and the pivot pin and clip.
If you are also needing the coupler itself, you can use the Fulton # F343000301. For the safety chains, I recommend the 48 Inch Long Safety Chain with 7/16 Inch Hooks # 2118-348-04.
