Yes, a tonneau cover for a 2017 Chevy Colorado will also fit a 2018 Chevy Colorado as long as they are the same length. For example, the BAKFlip MX4 Hard Tonneau Cover part # BAK48126 will fit both a 2017 and 2018 Chevy Colorado that have a 5' bed.
For a toolbox designed to work with this tonneau cover, I recommend using the BAKBox 2 Collapsible Truck Bed Toolbox part # BAK92125.
