I do have a solution for you, however the Demco Custom Base Rails and Installation Kit # DM8553003-12 referenced in your question are designed specifically for the Demco SL 5th Wheel Trailer Hitches. These will not be compatible with your existing Husky 16K HItch.
As long as your Husky 5th Wheel Hitch is compatible with industry standard, above-bed base rails, I instead recommend the Reese Quick-Install Custom Base Rails and Installation Kit # RP50082-58. This kit includes custom brackets that will use existing holes in your truck's frame to minimize drilling and drastically reduce installation time. I have attached an installation video on your 2003 Ford F-250 that you can use for reference.
If you do not have one already, I also recommend adding a 5th Wheel Wiring Harness like the Bargman # 50-97-410. Once installed, this will provide a 7-Way connector in the bed of your truck for easy hookup with your trailer. I have again attached an installation video for you to check out.
