We have a large selection of replacement step pads available for running boards like what are on your 2013 Toyota Tacoma. I cannot be positive as to what brand and model running boards you have, but we do have a replacement step pad available with very similar dimensions to what you mentioned in your question.
I recommend looking at the Westin Replacement Step Pad # 23-0001. This step pad is 3 inches in diameter and 21 inches long. It features 5 barrel clips, spaced apart at 3-5/8 inches, 5-5/8 inches, 6-3/8 inches and 3-5/8 inches. I have included an image with these measurements labeled. These numbers are awfully close to what you have, so this may be the correct pad for your boards.
These pads are designed for the Westin E-Series Round Nerf Bars # 23-2775 that are confirmed to work on your Tacoma. You can check out the style of these bars to see if they look similar to your unit.
