I have found the hitch I want to purchase C13206 but cannot find the wiring harness that is necessary for my 2017 Subaru Outback

For your 2017 Subaru Outback, the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13206 is a confirmed fit. For your wiring, I recommend the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118467. This custom-fit T-One connector plugs into your vehicle's wiring harness, which is located in your rear cargo area, either behind the driver's-side trim panel or in the spare tire compartment. You will need to remove some interior paneling to access this harness. Once you've plugged in the connector, insert the provided fuse into the in-line fuse holder.
Then for a ball mount, I recommend the B&W Tow & Stow 2-Ball Mount - 2" Hitch - 5" Drop, 5-1/2" Rise - 10K - Black # BWTS10037B. This ball mount is height adjustable to tow a variety of trailers. It comes with two hitch ball options of 2 inch and 2-5/16 inches. It also has a really nice and clean looking stowable feature when not in use. This protects your shins when loading and unloading cargo as well. I recommend using a hitch lock like # e98882 to secure your investment.
