I spoke with my contact at Dutton-Lainson regarding the TW4000 StrongArm Electric Winch # DL25200 referenced in your question. She stated that the winch is not designed to serve as a boat strap when traveling so this is not recommended. Once pulled in and onto the trailer with the winch, the boat should be safely secured to the trailer using additional mounting straps and hardware.

This particular winch has a load capacity of 1,500 pounds for a boat of up to 4,000 pounds. I have attached a short video demonstration on this product for you to check out.
