Does Stromberg Carlson Trailer Tray Cargo Carrier # CC-255 Interfere with Tank Access

Question:
Im thinking about burning one and I cant figure out how I could refill the tanks without removing it. Let me know. If one can refill the tanks Ill buy one and a cloth tank cover and problem solved. I want to strap a portable wastewater tank to it

If you check out the attached picture you can see that there is a reasonable amount of clearance between the tops of the tank cover and the tray which would give you the needed clearance to change the tanks out without having to remove the # CC-255.
