If your 2000 Ford Excursion has a factory installed 7-Way trailer connector, all you will need is the brake controller and wiring harness like you have stated. You would use # 90885 for the brake controller and # 3035-P for the wiring harness. After installing the brake controller according to the installation instructions (linked for reference) installation would be complete.
If your Excursion came with a factory 4-Way flat trailer connector, you would need an additional part, Adapter 4 Pole to 7 Pole and 4 Pole, # 37185. There are 4 wires that need to be hardwired when installing this harness. I have included a link to an FAQ article that will explain where to find the wires on the vehicle. You will need to look at the part about half way down the page if you have 4-Way flat trailer connector.
