does the rear bumper need to be cut out for the draw bar or does it fit under the bumper? I have a 2011 Ford Escape XLS model 4 speed manual and 2.5 motor. Thanks

According to the installation instructions for the Curt Trailer, # 12060, which I have linked for reference, you will not need to perform any rear fascia or bumper trimming to install the trailer hitch. There are only a few tech notes for this hitch:
Drilling required only to enlarge existing access holes
Fits Hybrid models as well
Hitch will fit on models with a vibration dampener on the exhaust
This trailer hitch comes with the recommended ball mount which should be used in the rise position only. For a ball, you can use # 19256 (1-7/8 inch diameter) or # 19258 (2 inch diameter). For trailer wiring, if the Escape has back up sensors or if it does not, you will need to use # 118551.
With a tow package and no back up sensors, use # 118251. I have included links to the installation details and links for videos showing typical installations.
